The way elections work, you either win or you don't. There is no "runner up". If the winner of any contest can't or won't take office that seat becomes vacant and is filled according to statue and/or by-laws.

BALLOT DROP BOX LOCATIONS
The eleven secure ballot drop boxes have been installed. They are emptied once a day by authorized election officials. They are on constant video surveillance and it is a felony to tamper with them in any manner.
